When this nation came into being on the 4th of July, 1776, Pluto was in Capricorn in the second house.

Pluto is death and taxes. It is credit and inheritance; large chunks of money moving from one person or institution to another person or institution. Capricorn is the hierarchy, the government, establishment or status quo. It is the law of the land and those who administrate over the populace. The second house is the sector devoted to money and values, the cost of things. Put them together and we have an institution which controls (Pluto) the flow of our money (second house) through administrative legislation (Capricorn). Some have described it as the secret administration behind the administration.

  The Federal Reserve Act was signed into law in the White House on Dec. 23, 1913 at 6:02 PM. The chart of the private institution which controls the nation's money flow has a Capricorn Sun in opposition to Pluto, which shouldn't surprise us. It's what they do. They decide the prime lending rate for major banks, and from there all things flow.

  At the beginning of 2008, transiting Pluto will enter Capricorn and start setting off the Federal Reserve's natal Sun-Pluto opposition. Think of it as Pluto opposing Pluto.

Federal Reserve Act becomes law

The public will feel the economic pinch. Both credit and the rules are about to be tightened and we will come to better understand what it really means for a nation to have Pluto in Capricorn.

  Naturally, because the outer planets rock back and forth over these positions due to retrograde motion, these celestial triggers will come in waves peaking on January 28th, June 10th and November 29th, 2008 as Pluto first opposes Pluto in the Federal Reserve chart. If I don't miss my guess, these will be the times when credit will be greatly tightened.

  A similar series plays out following year, as Pluto conjuncts the Federal Reserve's Sun on January 8th, July 10th and November 9th, 2009. It will be during these later passes during 2009 that the Fed will come under serious scrutiny. When it begins to tighten our credit for the second year running our national interest will be more carefully examined and critiqued. When recession hits and the money supply tightens, it is only natural for people to look around and wonder why. Pluto is often involved with the mis-use of power. With major transits like these, we shouldn't be too surprised at what might be revealed. Pluto is into secrets and what happens in the dark. It's more likely that the 'truth' won't really start to come out until 2009, when the light (and therefore awareness) of the Sun is triggered by Pluto and some of these dark secrets are 'illuminated.' While Pluto opposes Pluto; there will be confrontations, but we are less likely to know much about the details. 2008 is more likely to be hidden in the dark, with 'truth' being better concealed.

  Invariably there are power struggles under strong Pluto aspects. There will also be administrative investigations revealing much dirt, but only after much of the dirty work has been accomplished.

  On the positive side, we can finally begin to clean house as we bring light to bear on those who are misusing funds. Pluto will remain in Capricorn for some years to come, and 2008 will simply be the beginnings of an entirely new way of doing our financial business.
